After Singh was placed under suspension, the victims and human rights activists from People’s Watch in Madurai have been demanding an FIR against him.

As the second round of inquiry commenced on Monday, the Tirunelveli DCB filed a case against Singh booking him under three sections of IPC for attacking and causing injuries to people. The victims’ side, however, wanted him to be booked under attempt to murder charges.

Henry Tiphagne, the executive director of the Human rights organisation People’s Watch, demanded Singh’s arrest and that sections under the Scheduled Caste and Scheduled Tribes Act and Juvenile Justice Act should be added to the FIR, according to The New Indian Express.

அம்பாசமுத்திரம் தாலுகா அலுவலகத்தில் வைத்து நடைபெற்ற இந்த விசாரணையில் நேற்று ஏ.எஸ்.பி பல்வீர் சிங்கால் பாதிக்கப்பட்ட 13 பேர் தங்கள் வழக்கறிஞர்களுடன் விசாரணைக்கு ஆஜராகினர். அந்த வகையில் பாதிக்கப்பட்ட அருண்குமார், கணேசன் மற்றும் இரண்டு சிறார்கள் தரப்பில் மக்கள் கண்காணிப்பக இயக்கத்தின் நிறுவனரும், வழக்கறிஞருமான ஹென்றி தீபன் விசாரணையில் பங்கேற்றார்.

விசாரணைக்கு பிறகு செய்தியாளர்களுக்குப் பேட்டியளித்த ஹென்றி திபேன், "இந்த விவகாரத்தில் மாவட்ட ஆட்சியர் தனது கடமையை செய்ய தவறிவிட்டார். உச்சநீதிமன்ற உத்தரவின்படி நெல்லை மாவட்ட காவல் நிலையங்களில் சிசிடிவி கேமராக்கள் முறையாக பொருத்தப்படவில்லை. குறிப்பாக சம்பவம் நடைபெற்ற அம்பாசமுத்திரம் காவல் நிலையத்தில் வெறும் மூன்று சிசிடிவி கேமராக்கள் மட்டுமே இருப்பதாக தகவல் அறியும் உரிமை சட்டத்தில் தகவல் கிடைத்துள்ளது. எனவே, அம்பாசமுத்திரம் காவல் 4 நிலையத்தில் நான் நேரடியாக ஆய்வு செய்ய இருக்கிறேன்" என்று கூறினார்.

அம்பாசமுத்திரம் காவல் உதவி கண்காணிப்பாளராக இருந்த பல்வீர்சிங் விசாரணைக்காக வந்தவர்களிடம் வார்த்தையில் கூற முடியாத அளவுக்கு கொடூர நடவடிக்கையில் ஈடுபட்டுள்ளார். இதுகுறித்து செய்தி வெளியானதும் மாவட்ட ஆட்சியர் உடனடி நடவடிக்கை எடுக்கத் தவறிவிட்டார். அதோடு, சார்ஆட்சியர் விசாரணை நடத்தியதும் ஏற்புடையதல்ல. காவல் நிலையங்களில் கண்காணிப்புக் கேமிராக்கள் செயல்படுவதை ஆட்சியர் கண்காணிப்பது அவசியமானது. அதிலும் திருநெல்வேலி ஆட்சியர் கவனம் செலுத்தவில்லை.

Human rights activist Henri Tiphagne from People’s Watch, Madurai, who appeared before the investigating officer, told reporters that the district collector had failed to act as per the law. He should have investigated the case, visited the police stations where the custodial torture happened and taken stock of the CCTV footage at the stations. Tiphagne pointed out that CCTV cameras were not available at some of these stations. The NGO would take the next course of action based on the outcome of the inquiry by the high-level officer, he said.
