உயர் நீதிமன்றத்தில் இருந்து பெற்ற அறிக்கை தவிர, தேசிய மனித உரிமை ஆணையத்திடம் இருந்து அறிக்கை ஏதும் கிடைக்கப்பெறவில்லை என தமிழக அரசுத் தரப்பில் தெரிவிக்கப்பட்டது. தொடர்ந்து மனுதாரர் ஹென்றி திபேன், மனித உரிமை ஆணைய சட்டப்படி, அறிக்கையை சம்பந்தப்பட்ட அரசுக்கும், புகார்தாரர்களுக்கும் வழங்க வேண்டும் எனக் குறிப்பிட்டார்.

தூத்துக்குடியில் சுற்றுச்சூழலுக்கு மாசு ஏற்படுத்தும் வகையில் செயல்பட்டு வந்த ஸ்டெர்லைட் ஆலையை மூட வலியுறுத்தி பொதுமக்கள் பலர் தன்னிச்சை போராட்டம் நடத்தினர். அச்சமயம் போராட்டத்தில் ஈடுபட்டிருந்த பொதுமக்கள் மீது போலீசார் துப்பாக்கிச்சூடு, தடியடி நடத்தியதில் 13 பேர் உயிரிழந்தனர். நூற்றுக்கும் மேற்பட்டோர் காயமடைந்தனர். இச்சம்பவம் தொடர்பாக, தேசிய மனித உரிமை ஆணையம் தாமாக முன்வந்து விசாரணைக்கு எடுத்த வழக்கில், மனித உரிமை ஆணையத்தில் புலனாய்வுப் பிரிவு அறிக்கையின் அடிப்படையிலும், தமிழக அரசின் அறிக்கையின் அடிப்படையிலும் வழக்கை முடித்து உத்தரவிட்டது. இதை எதிர்த்து மதுரையை சேர்ந்த வழக்கறிஞரும், மனித உரிமை ஆர்வலருமான ஹென்றி திபேன் சென்னை உயர் நீதிமன்றத்தில் வழக்கு தொடர்ந்திருந்தார். நீதிபதி அருணா ஜெகதீசன் ஆணையம் 17 அதிகாரிகள் மீது நடவடிக்கை எடுக்கப் பரிந்துரைத்த நிலையில், அரசு எந்த மேல் நடவடிக்கையும் எடுக்கவில்லை என மனுத் தாக்கல் செய்யப்பட்டிருந்தது. இந்நிலையில் நீதிபதி அருணா ஜெகதீசன் ஆணையம் 17 அதிகாரிகள் மீது நடவடிக்கை எடுக்க பரிந்துரைத்ததாக மனுதாரர் தனது மனுவில் குறிப்பிட்டுள்ளார்.  தூத்துக்குடி துப்பாக்கிச்சூடு சம்பவத்தில் நீதிபதி அருணா ஜெகதீசன் ஆணைய அறிக்கையின் அடிப்படையில் நடவடிக்கை எடுக்காதது ஏன் என் சென்னை உயர்நீதிமன்றம் கேள்வி எழுப்பியுள்ளது. மேலும் இதுகுறித்து தமிழக அரசு விளக்கம் அளிக்கவும் சென்னை ஐகோர்ட் உத்தரவிட்டுள்ளது.
